ROT13 Encoder
Encode text with ROT13, ROT5, ROT18, and ROT47 ciphers
ROT13: Rotates letters by 13 positions. Apply twice to decode.
ROT5: Rotates digits by 5 positions (0→5, 5→0).
ROT18: Combination of ROT13 and ROT5 for letters and numbers.
ROT47: Rotates all printable ASCII characters (33-126) by 47.
